Steps:

  1. Take a picture of an object that you’d like to turn into a glass effect. You can use a phone camera or a DSLR if you prefer.
  2. Open the image in Photoshop.
  3. Duplicate the layer.
  4. Set the Radius to about 10 pixels.
  5. Change the Blend Mode to Soft Light.
  6. Use the Eraser tool to remove some parts of the original image.
  7. Using the Paint Bucket tool, fill up the remaining areas of the image.
  8. Add a Layer Mask to the duplicate layer.
  9. With the Brush tool, paint over the masked areas.
  10. Continue painting until you get the desired result.
  11. Save the image.

You can easily recreate this effect using just a few tools in Photoshop. First, open the image you wish to edit. Then select all the layers except the Background layer. Press Ctrl+J to merge them together. Adjust the settings so that the blur radius is around 20 pixels. After applying the blur, press Alt+Backspace to undo it.
